South Asian Regional Brief on Political Violence & Terrorism
The Centre's objective is to develop a complete and comprehensive understanding of threats from politically motivated violence and terrorism, as well as to develop appropriate counter-measures against the same. To fulfill its objectives, ICPVTR seeks to integrate academic theory with practical knowledge. It thereby conducts cutting-edge, action-oriented research on mitigating conflict and political violence.
The Centre is staffed by academic specialists, religious scholars, as well as personnel from the law enforcement, military and intelligence agencies, among others. The Centre is culturally and linguistically diverse, comprising of functional and regional analysts from Asia, the Middle East, Africa, Europe and North America.

To conduct sustained research and analyses into terrorist, guerrilla, militia, and extremist political groups and their support bases.

To identify the strengths and weaknesses of international, state, and societal response with regards to combating of political violence.

To provide high-quality instruction and training for serving officers and future leaders, engaged in combating terrorism, and other forms of political violence.

To advise and inform governments and societies affected by political violence so as to help them manage the current and evolving threat

The paper mainly reviews the USAID-funded Nishorgo project which is an environmentalproject undertaken for the conservation of the officially declared protected areas ofBangladesh. This project is based on a co-management approach having the major featuresof Public-Private Partnership arrangements. Both state and non-state actors including thelocal communities are the participants in the project. However, the operation of this projectcoincides with the business interests of the US-based multinational company- Chevron in theproject sites. In fact, it conducted a seismic survey in the Lawachhara forest areas of northeastern Bangladesh. But the survey raised a public controversy as it violated the municipallaws of the country on wildlife conservation.
This paper takes a Gramscian perspective to review the two different but relatedMNC and donor projects. In this regard, the first project of seismic survey provides a casestudy for the analysis of Chevron’s operation in Bangladesh, while the second project reviewsUSAID sponsored Nishorgo. Based on field works, interviews, and content analysis of localnewspapers, this paper finds that both projects appear to have some other purposes whichare largely related to the economic interests of the USA. In both cases, members of the localpublic and private agencies appear to partner with their international cohorts, and neglectthe genuine responsibility of conserving the forests, thus further complicating the principlesof public-private partnership empirically.

Role of Civil Society & Political Party in Current Nation/State Building Process in Nepal
After the two rounds of failed negotiations in 2001 and 2003, the government of Nepal and the Communist Party of Nepal – Maoists (CPN – Maoists) signed a Comprehensive PeacebAgreement in November 2006. With the success of people’s uprising in April-May 2006, andhistoric Constituent Assembly election on April 2008, the drivers of peace were stronger andthere was a higher level of political will to end the armed conflict. But this seems fading after therecent political deadlock, shifting the political culture from consensus to competition betweenthe key political parties on major issues of constitution making and delay of the entire process.Nepal is again at a very critical juncture: it will either be trapped into a long-term, protractedviolent conflict or renewed dialogue between the main relevant political actors in the short-term.However, renewed dialogue will only have chances of success if it leads towards a state/nation –building which addresses the root causes of conflict, and creates a vision for a future Nepalwithout violent conflict.
This paper will analyze the issues and the challenges impeding the current peace process ofNepal and thus mapping the possible role and responsibility of the political parties and civilsociety has to play to get out of this chaos and lead the process to the logical end. Finally, thispaper aims to outlay political development vis-à-vis conflict in Nepal.
